I coverted the file back to MsWord and it seems that OpenOffice inserts
a new section break during the conversion process; it seems similar to
another reported issue about inserting a blank page when converting to
HTML. So far I can't find a way to see the breaks (like in normal mode
in MsWord), but it sure could help...

One question only: when I import a MsOffice document with a section
break, OpenOffice adds an extra blank page, containing no headers and
footers from any section but taken into consideration for page count.
Am I missing something or is it just a bug?

Can you delete the page after you import it?
You can go to the following link to see if the bug has been reported or
not. If it hasn't feel free to report it also.
