I know practically no one writes Chinese this way any more, but it's a point of interest for me, and with some very limited use in scholarly texts. Word XP does this easily, with all the other formatting items, such as bullets and indentation. I just assumed it would be in OO. Evidently the East Asian user base is still too small.

The way I do it is to type the Chinese, highlight it, then Format ... Character ... Position ... Rotation ... 270 degrees.
