I have never had a problem before and have downloaded every version of OOo that has been so far produced.
Unless I missed something, this time there only seemed to be 2 choices:
1. download the 1.9+ beta version, or
2. download the 1.1.4 Stable version using Bit Torrent - I couldn't see any HTML option which, like you, is what I have used in the past.

Clear the cache in your browser. It sounds as if you're looking at some very old retained information. I just looked at both the 1.1.4 and "beta" download pages and they are quite different from what you describe.
