I did as follow:
I open a new file in OO.
Than, File --> open a RTF file of one page which is already in French.
The french file opened well on the OO inter-face.
Clicking on the Spell icon opened the speller. I changed the language
at the top of the speller ( I attached screen pictures since i didn't
know the list doesn't aloud attachments.) into French, and started to
check spell.
I'll try to attach here URLs of the screen pictures to make the
situation clearer, I hope.

Set your cursor in an area that shows good French words marked as
misspelled. Right-click and select “Character” from the pop-up menu.
In the dialog box that now appears, select the tab “Font”. What
appears in the Language box?
IS it a bug, or a configuration I am ignoring.
I suspect you have not properly set the text to French. However, it
could be a bug, if you have set the text to French.
