No idea about what is going on unfortunately, but you may want to use a
safer way, i.e. modify the slide master.
View > Master > Slide Master

The easy way:
Insert > Picture > from file
then while the image is selected right click and in the context menu
Arrange > Send to back

The hard way
Format > Area > Bitmap page, then press Import and import your image
Format > Page > Background page
Select Bitmap as gradient and click on the imported image.

The advantage of the "hard way" is that you can control the image a bit
better.
