I know quite some people use OpenOffice.org on a daily basis to write Hebrew and other complex and Asian scripts. Did you look into the help of OOo. I typed in 'Hebrew' and got responses for the use of OOo for Hebrew. See also Languages with CTL in the Help file Did you look into Tools > Options > Language settings > Languages?
