So far as I understand neither OOo nor Microsoft Office
have picture editing software. Maybe I am
misunderstanding your question. Please tell me which
application in MS Office you use to resize pictures, and
I will try to translate that to OOo terms.
Word 2002 at least can do it, and I'd assume later versiosn except
possibly the lates x version. Here's from Help:

About reducing a picture's file size
To save room on your hard disk or to reduce download time, you can use
the Compress Pictures feature to do the following:
a.. Reduce resolution (to 96 dots per inch (dpi) for Web and 200 dpi
for print), and unnecessary information is discarded.
b.. Discard extra information. For example, when a picture has been
cropped or resized, the "hidden" parts of the picture are stored in the
file.
c.. Compress the picture, if possible.

I've never found the same thing in OO.o, but I haven't looked much for
it either.
Also yes, Word can trigger a couple of different image
editing/management modes.

I did not remember Word doing that.
I do not use it much anymore, plus it is easier to use my
photo and image software, then try to use Word for things
that is not part of a word processing program. One more
thing that can bloat a software.
