Word 2002 at least can do it, and I'd assume later versiosn except
possibly the lates x version. Here's from Help:

About reducing a picture's file size
To save room on your hard disk or to reduce download time, you can use
the Compress Pictures feature to do the following:
a.. Reduce resolution (to 96 dots per inch (dpi) for Web and 200 dpi
for print), and unnecessary information is discarded.
b.. Discard extra information. For example, when a picture has been
cropped or resized, the "hidden" parts of the picture are stored in the
file.
c.. Compress the picture, if possible.
================
I've never found the same thing in OO.o, but I haven't looked much for
it either.
Also yes, Word can trigger a couple of different image
editing/management modes.

Interesting, I will try to confirm that on the university Windows
machines. Thanks.
I can confirm that Word 2007 running on a Vista machine still has the
ability to crop/compress images, thus reducing the stored size of the
image, within the Word program itself.
