When you double-click on the downloaded installation file, it will start the installation process. Partway through there's a dialog about whether you want to use OOo as the program for opening MS Office filetypes. If you accept that, double-clicking on a file of one of these types will open the file in the appropriate part of OOo (Impress for PowerPoint, etc.).
If you want to leave MS Office as the default but sometimes want to use OOo, you can right-click the file's icon, choose Open With, and navigate to OOo (soffice.exe or one of the specific components, like simpress.exe). In that case, be careful about whether the option to "always use this program" is selected -- if so, the program you choose becomes the new default for that filetype.
Some email programs have their own rules about what program to use when opening attachments, so you may have to check the Help for your email program to set that as you want.
