When I import this file, the problem seems to be that some rows do not terminate properly, so that the subsequent data continues beyond the columns that your column labels suggest it should use. The sheet expands to the maximum number of columns, and this seems to be what tips off the problem, despite what the error message says.

I don't read Hebrew and I cannot speak for your locale settings, but there appear to be characters among the Hebrew that my system, at least, is reading as double-quotes. This immediately upsets the structure of the comma-separated value file, of course - so that each row does not terminate properly. If I excise these characters (from rows 8, 31, 69, and 96 at least, I think), the file will open in Calc apparently correctly.
