What a catch! Those are in fact double quotes: in Hebrew we use them to denote acronyms like English uses caps (So RADAR would be rada"r for instance). They _should_ be escaped, but they are not. The file comes from the Nokia phonebook export software, I will look for a place to leave feedback, but I doubt that I will find one. Thanks, Brian!
