I need to add a page using Ctrl-Enter after page 5 and before page 6 in
a document. Pages 6, 7 and 8 have threaded frames on them. If I
position the cursor at the end of page 5 or at the beginning of page 6
before the first frame the Ctrl-Enter command adds a page at the end of
the document, not between pages 5 and 6.

Is there a secret way to do this, or is it a bug, or an undocumented
feature?
Yes, there is, but it is no secret. Click the tab to drive focus to the sheet you want next to your inserted sheet.

INSERT -> SHEET
Place the bullet (radio button) on either
BEFORE CURRENT SHEET or
AFTER CURRENT SHEET as you wish.

At this same time you have an option to pick how many sheets to add, and to name the inserted sheet as well.

CLICK OK.
