I guess I understand what the problem is.
Ctrl-Enter creates a page break correctly but I guess that your frames on
pages 6, 7 and 8 are anchored to the page. Now, when you add a page, the
frame on page 6 remains anchored to the *new* page 6 so the new blank page
is shown after the linked frames.
You will need to anchor the frames to the paragraph or to a character to
prevent the new blank page to be "taken" by the frame.
