I haven't been paying attention to this thread, so my comment may
already have been made.
Just yesterday I discovered that Inkscape does an excellent job of
importing PDFs as vectors. So far I have used it only as a vehicle to
get tables created in Writer into Scribus as vector images. (Scribus
can import PDFs directly, but rasterizes them to bitmaps.) Once in
Inkscape I can save as SVG. Scribus loves the SVG format. I can even
continue to edit them after they are in Scribus.

Thank you for that tip. I just tried it. The only question is
the single page only importing. I had to choose which of the nine
pages I wanted to import in Inkscape.
Now, Scribus implies that it can import/read PDFs directly, but
none of the PDFs I have will open that way. States they are not
a proper PDF formated file.
So, Inkscape importing, then go to Scribus is another possible
route. Still, you might look into the free and trial offers
for PDF editors, or do my easiest way on copy/paste into OOo
from Adobe Reader.
