My version (3.1 for Windows) appears to do what you ask.
Some workarounds:
o If you want to move to the end of a document, just press Ctrl+End.
o If you are working elsewhere than at the end of a document, you
could create a bookmark where you are (Insert | Bookmark...) and then
move to this when you reopen the document.
