Medium and the data transmitted via that medium are separate topics. There are valuable, authoritative resources available via the net. There are also many more that are not available online, especially in certain fields. It depends on the field, Physics for example has gone heavily online since the advent of Arxiv.org. Subscription databases present a second problem due to packaging journals in sets. Regardless, any project needs to have an online presence for others to reference. ODF is no execption.
