If I open it in MS Word 2007 it is OK

Without a copy of the document in question, it is very hard to say why
it didn't work as expected. My guess is that this specific error is a
result of the difference between how MSO & OOo interpret the inset
anchor. (If a screen reader reads it incorrectly, then the issue is
how MSO anchored the text.)
