First thing is to check that you followed ALL the directions in the
SETUP_GUIDE.pdf that is in the downloaded archive. If, by chance, you
don't have it, it is on-line at
http://documentation.openoffice.org/setup_guide2/index.html

Second thing you can do is check that other users see OOo in the menu.
If they can then all they have to do is execute it and they will have
their own workstation installation. 

Not sure what else to tell you as I am not really a windows user and
only keep one windows box for accounting.
