Jean, the file that you downloaded is the installation file; double-clicking it will always bring up the installation instructions. After following those instructions to completion, you would have the programs installed on your computer, typically with an icon for all of OpenOffice.org (gulls against a blue background) on your desktop that provides access to all of the different components, and a menu under your Start menu (for a Windows system, anyway).
You should be able to delete the installation file with right-click and Delete on the icon of the file on your desktop (or wherever you put it). The Delete within the installation instructions is, I think, asking for the program to be deleted, and since it apparently has never been installed you won't see anything happen.
