In the first tab, near the bottom of the picture properties, check to see
what the left horizontal position increment to the frame is.  I have
found in most cases, but not all, that if it is zero or negative (outside
the frame) it will not show the frame anchor option.  This assumes that
you do not have the picture and its frame inside another frame.
