Wrong. OOo has its own set of locale settings for all supported languages. If no number format locale is set for an element nor the application then OOo looks up the locale from the operating system ("en-US" or "de-DE") and applies its own settings according to the OS locale. This way a US English figure and a German figure always look the same with any environment.
