I get them for under $20 and there are online companies that sell blank letter
size sheets that are checks and information space.
You are comparing checks for the us market with cheques for the Canadian market.
There are a couple of minor, but significant differences in what those
two markets require a cheque to have.

It is the same thing. You find similar companies for Canada.
Even with their dollar difference, it should not be too much
more than in the USA. $10-$20 USD vers. $15-$30 Canada Dollar.
I would think it would be easy to find some place online for
Canadian cheques for letter/A4 sheet size.
