enforcing them by any means while most users are not aware of any such

It is completely up to the user if your table is properly normalized
with valid, complete and unique items (not to talk aboutreferencial
integrity).

Well, yes. No professional IT person will ever use a spreadsheet as
database. There are dozends of practical reasons why countless programs
may export results to Excel but never store and organize data in such
documents.
The vast majority of Excel users wants nothing but _quick results_ and
Excel serves them badly. While it is easy to get any results, it can be
extremly difficult to get _correct results_ from such document based
storages. I have never seen any reasonable argument why spreadsheets
should be used like this (except for mere laziness).
Base may be the worst database app on the planet, but it is so much
better for the simple things that most people desperately try to do in
the wrong application, not knowing that Calc works more reliably with
imported database ranges.
