Works fine for me. C2 contains "=C1+B1" (5), D2 contains "=D1+C1" (7). This 3.1.1 on Fedora 12 Linux.
So apparently not a general bug. Need to go deeper - what system you use, what version of OOo, maybe you ran some clipboard trapper?
Try to create new user in the same system and see if OOo running from this new user have the same issue?
