It would appear that on Jan 29, Brian Barker did say:

Thanks! I'll try that. I still wish there was an easy toggle to disable all
forms of auto-conversion/correction/capitalization/substitution/adnauseum
in one fell swoop. I always want my software to assume that I meant what I
actually typed, and to please stop trying to second guess me. But now that I
know where that particular switch is... Like I said thanks!

Don't think so, because not having tripped over the above option, I never
(un)set it before. And so the annoying conversion always happened until I
set the number format to text, regardless of which installation I was
using. Incidentally I noticed an odd detail while I was rebooting to
accurately capture the relevant OO.o version numbers from help | about that
I forgot to mention. I had just opened the document with OO.o 3.1 in
Sabayon when the auto conversion bugged me enough to ask for help. My first
reflex was to go set the number format again, but when I noticed that it
appeared to be specifically set to "Time" I stopped. I saved what changes
I'd already made to the document, but did NOT fix the number format.
Then when I rebooted into Elive to grab the OO.o version number there,
I opened the same document. And when I did an <alt>+an to pop open the
table numbering format, I found that it was still set to text.

Thanks again!
