I'm guessing here, because my installation of OpenOffice (3.1.1 on Windows XP) does not produce a page break before a bibliography by default. Right-click in the bibliography heading and select Edit Paragraph Style... | Text Flow | Breaks. (Alternatively, you can modify the Bibliography Heading paragraph style from the Styles and Formatting window.) Is there a tick in the Insert box - and with Type set as Break and Position as Before? Click the tick to remove it.
