You have to get back to the situation you would have chosen in the
first place. The first page and the rest have to have different page
styles, with only the second containing the page number. You can do
this either by the first page style's Next Style being the second page
style, or using a manual page break. (You probably know that.)
Since you say "when I added a page break", I assume you are using the
second scheme - in which case you just have to go back and arrange
that change to the page numbers.
o Put your cursor before the first character in the text of the
second page (here your table of contents).
o Press Backspace to remove the page break. (The material from the
second page onwards will temporarily assume the page style of the
first page, but keep your courage and don't worry!)
o Now insert the manual page break as before, this time ticking
"Change page number" in the Insert Break dialogue.
