And if you mean a manuscript for a play or movie, you can use OOo for that too. 
 I believe there are some add-ons that other users have created which help with 
script formatting, although as I use Celtx for scriptwriting, I haven't tested 
them and can't vouch for them.  If you don't want to use those, you will have 
to do your formatting yourself, but you can create a template which will give 
you your positioning.

As far as I'm aware, there is no way to make the template change to upper cace 
for, for example, scene headers or cue lines and then change back to mixed case 
for the next line.

Not that I want to knock OOo, I use it very successfully for novel writing, but 
if you are looking at movie/play scripts, take a look at Celtx.  There's a 
version for all three platforms, Windows, Linux and Mac, and it does all the 
normal formatting, and has other functions, too.
