Not sure if this fits the bill 100% but I think it comes close:

   - Insert>Footer>Default; the cursor is now in the footer.
   - Insert>Picture>From File; choose your picture.
   - Adjust the size of the picture by dragging its green handles; in my OOo
   3.1.1 on Win XP Pro I can drag the left/right sides of the picture to the
   extreme edges of the *paper* and/or adjust its size numerically by
   right-clicking it and setting values in the picture>type> pane. I can make
   it deeper (higher) that the footer itself which only need to be one line
   deep.
   - Adjust the picture's transparency using the "wine-glass" icon on the
   Picture tool-bar.

You can now type into that part of the picture that is above the top of the
footer, which, as I said you can make quite small.
