With a good combination of options "Insert - Picture - From File..." does 
indeed let you attach an image to the page background in the footer. With the 
picture selected, Asterisk instructions are right click options:

On the picture toolbar set the "Graphics Mode" to Watermark, or if not enough 
colour is left set the "Transparency" percent yourself. Watermark gives about 
90% transparency.

 * Anchor - To Paragraph
 * Alignment - Base at Top
 * Wrap - In Background

Adjusting picture size is a snap either with the handles or to the precise 
width of the page with;
 * Picture... - Type tab - Tick "Keep Ratio" and adjust the width accordingly.

The width of the printer page can be read from the Menu "Format - Page... - 
Page tab".
