Do you know how to put the background graphic outside the margins? Your example 
doesn't confirm
this.

I don't. Writer does not have such a thing - as far as I know. You can change 
the background of the
text body, not margins or the whole paper. Everything was said already - you 
can use text frames,
bitmap in the backround. But this is _not_ a watermark function.
