OK, your download timed out even on a broadband connection, so it
definitely sounds as if you need a download manager. One (free)
possibility I found by searching says it supports Win7 and can resume
broken sessions, among other things. I haven't tried it, though. Here's

Maybe somebody else has more personal experience and will make a
recommendation. It would help to know what browser you use -- probably
the Internet Explorer that comes with Win7, and whether or not you have
a 64-bit version. (You can tell by using Start, Control Panel, System
and Security; under System, there is an entry for System Type.)

If you're saying the download fails, then it does not mean OOo will not
run on that computer. It means you have a problem downloading the
file. What kind of internet connection do you have? If dial up, it may
be easier to go to some place with broadband internet access and
download it there to a portable USB drive.
