Sounds as if you don't have the First Page style applied. Try this:

  * Create a new document, or go to the first page of an existing one.
  * Display the Styles tools (e.g., via F11) and choose the Page icon
    (should be 4th from left). You may need to make sure "All" is
    selected for the page styles display set.
  * Double-click on the First Page entry. Your first page should now
    have no footer.
  * Click in a later page; it should have the Default style. Now do
    the inserts for the footer and the page number field. Your first
    page should still not have a footer.

OK now? By the way, if you go to Format > Page, the Organizer tab should
show the name of the page style being used, and what style will be used when
the text flows to a new page.
I think I see ... I tried to open a document, select the first page
template, then begin typing.  If I understand what you're saying, I need to
have my document completed and then try?

No, you should be able to start a new document and apply the First Page style (not just select it in the page style list, but double-click to apply), then just keep going, or insert a page break (as I did in confirming the process) and either add more text, or go ahead right then and do the inserts. The key is to get the First Page style applied on that page, and be on a later page when you do the inserts. One thing here -- you're calling it a template, but it's a page style; you can, of course, create a document using this and then save it as a template, but they're two different things.
