You might want to download the OOo Writer guide and review "Tracking changes to a document". File|Versions won't turn on unless you are actually tracking "Versions" of the document w/.odt. An MS Word doc has no ability for the user(s) to track versions, just as an OOo user has no ability to track versions generated from an MS Word doc. But I do see what you mean & perhaps this would be a good enhancement & I can certainly see the value.
