Here is what I did to load OOo on my 3 Win 7 computers. I used Firefox to get to access:
http://download.openoffice.org/index.html selected download selected Save file: OOo_3.2.1_Win_x86_install_en-US.exe then ran this on each computer with no problems. An alternative is: LibreOffice http://www.libreoffice.org/download/ Which is really the same software - Search WikipediA for the history.
