Does your document contain images?
In the OOo2 beta 1.9.x series, when exporting as pdf you can select to reduce 
the resolution of images, for example if the documnet is only to be read on the 
screen, and also compress jpg images.

I don´t know if the watermark is graphic or text.  So either the above or below 
apply...

pdf files can contain (embed) all in the document used typefaces, for making 
sure the file is shown by the reader as intended.

I don´t know if OOo embeds all used typefaces in pdf, but i guess so, and thus 
you can reduce the pdf size significantly for small documents by using as few 
typefaces as possible.

(IIRC rtf and doc files does not contain typefaces, so this can be a reason 
they are smaller, and another effect is that the reader may not show the files 
as you intend, but using pdf it does show correctly.)
