I am still not sure why you have issues if you use an OLE object? This basically puts a frame in your writer document that uses the complete Draw features "within" the Writer document. The tools change, options etc, just as though you were using Draw. If you simply paste or draw the Draw image, then that is different object type and can be much more restrictive.
