First you need to join the mailing list.  If you go to openoffice.org you'll 
find all the instructions.

also all the instructions for how to download, and then unzip, and then 
install OpenOffice.org are on the website as well.
However, the icon you see is the compressed file, you have not yet installed 
it.
I would recommend moving the file to a temp location on your hard drive, like 
C:\ootemp.
Then double click the file to begin the extraction process.
make sure you make a note of where it is extracting the files, or even better 
make sure that it extracts the files to c:\ootemp.
Then run c:\ootemp\setup.exe to install OpenOffice.org.
