FWIW, I don't understand your question. There isn't enough information
for an informative  response.

XP - Home or Pro? 
Do you use user accounts? Do you use passwords? (Not much point on Win98)
What do you mean that the computer is "reset" with "reboot"? 
Are you using some computer management program we should know about?
Why don't you add the program for all users? If there is some central
image, add it to the image...
