I cannot read Welsh but perhaps you could check out http://cy.openoffice.org/index.html and the mailing list archives for the a hyphenation dictionary and theasaurus. Getting the dictionary should be a simple exercise of selecting File > Autopilot > Install new dictionaries which does offer one in Welsh. -- PLEASE KEEP MESSAGES ON THE LIST.
