In common page-layout practice, new chapters are started on the
right-hand page of an opening of the book or manuscript - they are
started on odd-numbered pages. And commonly the headers and or footers
differ from left to right - check out a few of your software manuals.
Most ordinary books do this also. So I think this is what OOo is set up
to do. I am not sure about OOo Writer but what it may be doing is
ensuring this happens in your document. For example, if your preceding
chapter ends on a right-hand (odd-numbered) page, the software may be
inserting a (left) blank page to ensure you start the next chapter
according to this convention.
