I believe that anchor to paragraph means "keep the object with the
paragraph so it will move with the paragraph." OOo will then decide
where to put it with the paragraph as the paragraph moves.
I pretty much ALWAYS anchor graphics AS CHARACTER so that I always know
exactly where the image will be.
