I am on Win2000 and here it works - and I don't think that there will be a difference on XP. Probably you are expecting something different. The non-printing characters in this case are carriage returns and spaces (e.g. will be shown as small dots instead of the plain spaces). And another thing: The toggle to view non-printing characters depend on the settings in Tools->Options->OpenOffice.org Writer->Formatting Aids->Display of... Everything that is checked there will be displayed if View->Non-printing characters is turned on.
