Thanks for the response, part of which solves the problem.
 
I was not expecting anything different, I do know what non-printing  
characters are typically displayed (spaces, paragraph marks, tabs, etc.). 
 
I went into Tools->Options->OpenOffice.org Writer->Formatting Aids  and did 
find that the things I was looking for (the spaces, paragraph marks,  tabs) 
were in fact unchecked. 
 
How they became unchecked is a bit of a mystery, because with 2.0 they  
apparently were checked, as I could view the non-printing characters. 
 
Anyway, I checked all of the boxes and now I'm able to view non-printing  
characters as before.

Probably you are expecting  something different. The non-printing
characters in this case are carriage  returns and spaces (e.g. will
be shown as small dots instead of the plain  spaces).

And another thing: The toggle to view non-printing characters  depend
on the settings in Tools->Options->OpenOffice.org  Writer->Formatting
Aids->Display of...

Everything that is  checked there will be displayed if
View->Non-printing characters is  turned on. Probably you have
unchecked everything here.
