It's perfectly legal, and helpful for those who want OpenOffice.org but have a dialup connection.
======== I have dialup. It is not bad to download. I use a download manager, LeechGet, available on the OOo download page. I logon (dial up) start the download manager to download OOo 2, then download my e-Mail. Sometime download e-Mail first then start the download manager, read e-Mail whilst downloading, and maybe a few otherthings, pause download manager, logoff. Later back on again. etc. Might take awhile but it does it. I usually have many things to do so I tend to multi task.
