Unfortunately no -- format of Microsoft Works is something even more weird than other Microsoft formats, so no other program (free or proprietary, even other Microsoft programs) have importing capabilities for it. Sorry, you have to find some copy of M$ Works and export to some other format which is supported (RTF or Microsoft Word would do). The same goes, I am afraid, for M$ Publisher.
