This is a well known problem that happens occasionly with the Common.xcu file. Occasionally, MicroSoft Windows corrupts that file, and it has to be rebuilt. You can do this simply by re-installing OpenOffice.org, or you can follow through the manual procedure listed on the OpenOffice.org archives.
