Well filling in your user data is likely useful but that is not the only
option available. For example, when I open Toolls > Options I get a list
of possibilities with small '+' characters on the left. Sometimes the
'+' is a '-' character and I get other options. I often find that the
first item in the list, OpenOffice.org, is open and showing these other
options. One of which is User Data which you found.

Okay now you know that there are more items there, please check the
plussed item Language Settings to see if the default selection is the
language you use. If not then you will have to change it to the language
you do use. Next check the Writing Aids section for dictionaries et
cetera in your language.
