Just a suggestion ...
  Do all your test printing on plain paper, then place it behing the labels
and hold up to the light.  You can see any misalignment problems without
wasting labels.

Regarding the alignment ...
  If there are no including templates in OOo (I haven't checked), just take
some good measurements from the labels and setup a table in the document to
match.  It should be pretty straightforward.

I am using Avery pre-sticky labels and want to know why I cannot get them to
line up properly.  I have tried changing margins, etc and still they don't
look right.

Any ideas as to how to correct this?  Before I waste another sheet of
labels.
