Looking at your notes above, it looks as though you are setting the language at the wrong level. I am running 680m3 build 8698 on Mandriva 2006. I find the language setting in Tools-Options-Language Settings-Languages (NOT Writing Aids). There I set Locale to English (Australia) and under "Default languages for documents" - Western choose English Australia which has the ABC-tick indicating that the dictionary is installed.
